(1) When the Commission determines the region for the election of the members of the House of Representatives, one hundred and sixty-five elections based on population and geographical suitability and specificity according to clause (a) of sub-section (1) of Article 84 of the Constitution. (2) According to sub-section (1), the Commission shall determine constituencies such that there is at least one constituency in each district. If there is a need to determine more constituencies, it should be determined in such a way that the ratio of the population of all the constituencies within such a district is the same, taking into account the aspects mentioned in sub-section (6) of Article 286 of the Constitution. The constituencies shall not be determined to be included in the district.

(4) When determining the constituencies in accordance with sub-section (3), no ward of the municipality or rural municipality shall be determined to be included in more than one constituency.
